An Urban Clearway is a type of road restriction used in built-up (urban) areas.
It means: you cannot stop, park, or wait on the road during the times shown on the sign.
The only exception is stopping briefly to pick up or drop off passengers.
When does it urban clearway apply?

The restriction is only in force during the times shown on the roadside sign.
Outside those hours, you can stop or park normally (unless there are other restrictions).
